this article analyzes one of the main characeristics of ius commune as a historic legal culture: the pluralism of applicable legal rules, differing in origin and importance, and the relationships that could be established among them. the author's aim is to show the premises that allow a correct understanding of that historical problem: the concept of law, the meaning of making it, and who could legitimately do it.
