Abstract: According to its designers, membership of people to a Social Security system should be through a single administrative service (Croizat, Laroque, 1945). Quite the opposite has happened. The unitary administrative approach has always been faced with considerable resistance from the different socio-occupational categories and has resulted in a pyramidal organisation within which a multitude of independent systems are responsible for managing the different social risks. The increase in the number of branches of the independent system for independent workers should not counter the emergence of a new concept: the single social security service, which is more uniform and harmonious. Its name would be the independent social service. This can be described more concisely under the term RSI. This atypical efflorescence can be justified in structural terms by a long broken down ground (harmonised universal social services and creation of deep foundations), although is also explained conjecturally by an opportune situation (a trend towards administrative simplification in social protection, willing ambitious people involved and optimal human resources conditions).
