ESSENCE AND ROLE OF THE CONTROL OF PUBLIC PROCUREMENT IN MODERN CONDITIONS

As a result, the theoretical justification for the nature of government’s procurement monitoring, specify the essence of the concept "control of public procurement" by analyzing approaches to defining the concepts "control" and "procurement". The novelty of this specification is to take into account the essential features of control as the systematic observation of the object of control and procurement procedures. The proposed definition "control of public procurement" is more meaningful and clearly defines the process, objects, subjects and purpose of such a process.Analysis of statistical results of the State Financial Inspection for the implementation of government procurement, allowed defining and justifying the role of government procurement in today's environment. Thus, this form of control is important and requires the attention of both researchers and practitioners.The study used general scientific and special methods of logical generalization – to disclose the nature of government procurement, the semi graphical and comparative methods – to study the substantive features of the concept of public procurement and state control of public procurement.The practical significance of research results is that they are to reach to the level of practical recommendations grounded theoretical determination of the nature of government procurement. This definition facilitates a more thorough understanding of process control and is the basis for determining the economic content of government procurement through the study and generalization of its stages and procedures.
