The impact of education system on scientific & technologic progress

This paper shows the evolution of Technological Development of the World Economy and the Cognitive Process, and their impact on the Educational System. It is proved that the Technical and Technological Gap between Russian Economy from developed European Economies and Economy of USA depends on the level of Education System.
