Kayna ndaki nedenler, boyutlar ve g rünümü farkl olmakla birlikte yoksulluk ge mi ten günümüze var olagelen bir sorundur. Yoksulluk, Orta a da Tanr ’n n bir eseri olarak g rülürken, sosyal adalet dü üncesinin geli imi ve refah devletinin teorik temellerinin at lmas yla birlikte devlet müdahalesini gerektiren bir soruna d nü mü tür. Refah devletinin geli im sürecinde 1950’lilerden 1970’li y llara kadar devam eden d nem, refah devleti nlemlerinin geli me kazand , ekonomik büyüme ile birlikte yüksek düzeyde istihdam n bir arada g rüldü ü bir d nem olu turur. Yoksulluk sorunuyla mücadelede toplumdaki herkes i in ng rülen temel gelir tart malar ndan sadece yoksullar hedef alan ve bir ok Avrupa ülkesinde uygulama alan bulan asgari gelir güvencesine uzanan tart malardaki k noktas n ise refah devletinin geldi i a ama olu turmaktad r. Buna g re, sosyal sigorta uygulamalar n n a rl kta oldu u sosyal güvenlik sistemlerinin, zellikle 1970’lerin sonundan itibaren artan i sizlikle birlikte daha da nem kazanan yoksulluk sorunu kar s ndaki yetersizli i dile getirilmektedir. Yoksullukla mücadele, yoksullu un kayna ndaki nedenlere ba l olarak ok boyutlu yürütülmesi gereken bir mücadeledir. Yoksullukla mücadelede ekonomik ve sosyal politikalar n e güdüm i inde olmas gerekmektedir. Türkiye’de i sizlik ve yoksulluk oranlar n n yüksekli i kar s nda sosyal yard m ve hizmet sistemi yoksullu a kar etkin bir koruma i levine sahip de ildir. Bu anlamda, yoksulluk s n r n n alt nda ya amlar n sürdüren ki iler i in uygulama alan bulan asgari gelir güvencesi hakk n n sosyal yard m politikas n n bir bile eni olarak devreye girmesi gerekmektedir.
