Sosyal Güvenlik Sistemlerinde Uyum Sorunu ve Denetim Mekanizmalar nda Etkinli in Sa lanmas

Bu al ma, de i en demografik, ekonomik ve sosyal ko ullar kapsam nda sosyal güvenlik denetim sistemlerinin rolünü ve etkinli ini analiz etmeyi ama lamaktad r. Sosyal güvenlik sistemlerine uyumu sa lamada denetim mekanizmalar n n yeniden yap lanmas ve etkinli inin art r lmas gereksinimi bulunmaktad r. Bu konu üzerine güncel tart malar, kurumsal yap n n, sosyal güvenlik kurumlar ile ilgili kurumlar aras ndaki koordinasyon ve i birli inin, yenilik i denetim yakla mlar ve modellerinin, denetim elemanlar n n kapasitesinin gü lendirilmesi ile denetim sistemlerinde kat l mc ve zdenetimi sa layan mekanizmalar n n nemine i aret etmektedir. Bu al mada, bu g stergeler nda Türkiye’de sosyal güvenlik denetim sisteminin etkinli i, TüB TAK KAMAG program taraf ndan desteklenen “Kay tl stihdama Ge i te Etkin Denetim Modellerinin Ara t r lmas ” ba l kl projenin bulgular na dayan larak analiz edilmektedir. al mada sadece sosyal güvenlik müfetti leri ve denetmenleri ile yap lan derinlemesine g rü me ve anket bulgular kullan lm t r. This study is aimed at analyzing the role and efficiency of social security inspection systems in changing demographics, economic and social conditions. Population ageing, changing traditional family structures, flexibilization and a-typical employment patterns in labour market, changing nature of welfare provision cause to produce various compliance problems in social security systems institutionalized golden age of welfare capitalism. To provide compliance in social security systems it is essential that re-organize and increase efficiency of inspection mechanisms. Current debates on this issue indicate that institutional structure, cooperation and coordination among social security institutions and related organizations; innovative inspection approaches and models; capacity building of inspectors and participative and self-control mechanisms in inspection systems are important elements to provide compliance.
