In this framework, initially the big picture is tried to be revealed; thatis, in a way it tries to trace the changing features of the social state and its instruments. The position of thestate is changing in the new period in the context of its relations with market. And it has already undergone atransformation towards being a facilitative, effective and compatible with market.
