It opened a new world order ruled by the United States too. A few months after the Gulf War the Soviet Union disappeared and the Cold War was buried. This global order remained until the invasion of Iraq by the U.S. in 2003. So, it involves the early historical period of globalization, in which the process of globalization was more expansive.
