La pelea por los subtes: O por que la política argentina (muchas veces) es territorial

La dura disputa política iniciada a comienzos del 2012 entre el gobierno nacional (FPV) y el gobierno de la Ciudad de Buenos Aires (PRO) en torno al traspaso de los subterráneos a manos del segundo anticipó, en gran medida, la pelea electoral 2013 (legislativa) y 2015 (presidencial y legislativa). Esta disputa se trasladó al Congreso Nacional, órgano institucional que resulta clave para entender las posturas adoptadas por legisladores propios y extra os a los actores en conflicto. Es ahí donde se puede analizar el comportamiento de los legisladores nacionales, quienes se encontraron como "rehenes políticos" de un conflicto ajeno y que debieron privilegiar uno de dos criterios (o ambos): la supervivencia electoral personal y el distrito al que cada uno representa. The harsh political dispute began in early 2012 between the federal government (FPV) and the government of the City of Buenos Aires (PRO) related to transfer of the subway administration advanced the 2013 (legislative) and 2015 (presidential and legislative) electoral confrontation. This dispute was translated to the National Congress, essential to understand the position taken by legislators, both related to the conflict and also the ones who were not. This is where we can analyze the legislator's behavior, who found themselves as "political hostages" of a foreign conflict and choosing between two criteria (or both of them): electoral survival and the district they represent.
