Vers une global city region ? Stratégies économiques, déploiement spatial et politiques d’accompagnement à Mumbai

L’objet de cet article est d’appréhender l’évolution de Mumbai sur la scène économique mondiale et son positionnement dans l’armature urbaine à l’échelle globale. Ainsi, le cadre théorique des régions métropolitaines globales (global city régions de Scott et al., 2001) est-il interrogé au regard des évolutions du système productif métropolitain et du jeu des acteurs politiques. à une échelle plus fine, nous mettons en perspective les dynamiques propres à deux zones industrielles en présentant leur activité (principalement bijouterie et informatique), leur intégration respective dans le système productif régional et mondial ainsi que les politiques d’encadrement différenciées autour de chacun de ces espaces. The purpose of this paper is to apprehend the evolution of Mumbai in the world economy and its positioning in the urban hierarchy on a global scale. Thus, the theoretical framework of global city regions (Scott et al., 2001) is explored with regard to developments in the metropolitan production system and the interplay of political actors situated at various scales. At at a more micro scale, we put into perspective the specific dynamics of two industrial areas: their business activities (mainly jewelry and computers), their integration in the respective regional and global production systems and the differentiated policy framework put in place for each of these areas.
