CONVERGêNCIAS E DIVERGêNCIAS ACERCA DAS INTERPRETA ES DO RISCO: O CASO DA UHE ITAIPU BINACIONAL - DOI: 10.7154/RDG.2012.0024.0012

Vivemos numa sociedade onde os riscos e as amea as alcan aram consideráveis níveis de abrangência, assim como de ineditismo, através do surgimento de novos riscos sinérgicos. Para corresponder a essa situa o, emergiu uma cultura de seguran a, caracterizada pela cren a na racionalidade técnica. Esta cultura apresenta, como atores reguladores, os chamados sistemas peritos, que gabam de grande confian a por parte expressiva da sociedade e obtém a autoridade de discursos institucionais com status de infalibilidade. Uma produ o social de risco, no Brasil, é a constru o de barragens, ilustrado, dentre outros, pelo elevado número de acidentes envolvendo estes empreendimentos. No caso da UHE de Itaipu Binacional, foram analisadas algumas variáveis de risco de colapso da barragem, dentre elas: as de caráter ecossistêmico; as relacionadas a eventos climáticos críticos; e as associadas ao terrorismo. A partir da síntese do estado da arte no debate e sob uma perspectiva crítica, foram analisadas as similaridades, diferen as e conflitos entre o discurso institucional de seguran a da UHE Itaipu Binacional e o de autoridades públicas locais, além das representa es dos grupos sociais inseridos imediatamente à jusante do empreendimento. Convergence and divergence about the interpretation of risk: the case of the UHE Itaipu Binacional Abstract: In our society, risks and threats reach high coverage levels, as well as unheard scope, through the combination of different risks. To face this situation, it has been developed a security culture, which is characterized by the belief on technical rationality. This culture presents the expert systems as regulating actors, who receive confidence from most of society, and also shows authority in institutional speeches. The construction of dams implies a social risk, represented by “Itaipu Binacional Powerplant”. Some variables of risk of dam collapse were analyzed,, including: ecosystem variables; variables related to critical climatic events; and, at least, variables related to terrorism. From a state-of-art overview on social and human sciences discussion, the similarities, differences and conflicts among “Itaipu Binacional Powerplant” security speech and public authorities’ speeches were analyzed, considering representations of social groups installed in the plant downstream. The results indicate the existence of considerable divergences in the interior of the many involved technical visions and of these with the vision of the local residents.
