Os Relatórios do Desenvolvimento Humano publicados após a declara o do milênio e a perpetuidade da luta entre processos civilizacionais e descivilizacionaisKeywords: (de)civilizing processes , human development , State , democracy , social change Abstract: The purpose of this study is to make clear that through the Human Development Reports it is possible to detect how current political confrontations manifest themselves with respect to the possibilities and difficulties of making progress, termed civilizational processes, towards social improvements that may be able to, in the near future, decrease social sufferings that afflict the poorest populations of the planet. The research method used was the mapping, in the analyzed documents, of the main attitudes of the United Nations on how to leverage actions and involve multiple agents in trying to revert situations involving substantial concentrations of income, resources and power, in the threshold of the 21st century. This reversion is called civilizational process as opposed to those characterized as decivilizational ones, which leverage in the opposite direction, not only going against this trend, but also declaring as invalid any possibility of changing the current conditions.
