PLANEACIóN PARTICIPATIVA EN BOGOTá Y MEDELLíN: RELACIóN CON CIUDADES DE COLOMBIA Y SURAMéRICA MOBILITY AND PARTICIPATORY PLANNING IN BOGOTá AND MEDELLíN: RELATIONSHIP WITH CITIES IN COLOMBIA AND SOUTH AMERICA

El artículo aborda el tema de la movilidad urbana con base en el análisis del crecimiento poblacional en cinco ciudades colombianas, el desarrollo institucional alcanzado por la ciudad de Bogotá durante los últimos veinte a os, la planeación participativa lograda en la ciudad de Medellín, la conurbación que afecta a los grandes centros urbanos, el avance reciente en Colombia de la implementación de Sistemas de Transporte Masivo y su contraste con otras metrópolis suramericanas, el estado de las vías vehiculares en Bogotá, y el crecimiento del parque automotor en cuatro ciudades colombianas. El autor concluye, entre otras cosas, que el desarrollo continuo, creativo, consultado y prospectivo de Sistemas de Transporte Masivos constituye la mejor solución al creciente problema de movilidad de las ciudades colombianas. The article approaches the issue of urban mobility in Colombia by means of analyzing different bodies of data such as: population growth in five national cities, Bogota's institutional development over the last twenty years, successful participatory planning in the city of Medellín, effects of economic conurbation in large urban centers, the successful implementation of public transportation systems in comparison with other South American metropolis, Bogota's road and street condition, and the increasing rate of vehicle ownership in four capital cities. The author concludes, among others, that the best solution to the ever-growing problem of mobility in Colombian cities is the uninterrupted and well-managed execution of public transportation systems in a creative and prospective manner.
