The public servant’s dutyrelationship results from the administrativeappointment deed.The public servant is a bearer of publicfunction, that he exercises to the extent of his function;he is an agent of public power: an institution of publiclaw; it is bounded by the regulations especiallyprovided by the Constitution, by the Law no.188/1999, as further republished, by otheradministrative law regulations and only in completionby labour law regulations, only to the extent in whichthey do not disagree with the legislation specific topublic function.
