Abstract: Researchanddevelopment(R&D)projectselectionisandecision-making taskcommonlyfoundingovernment fundingagencies,universities,researchinstitutes,and technologyintensivecompanies.TextMininghasemergedasadefinitivetechniqueforextracting theunknowninformationfromlargetextdocument.Ontologyisaknowledgerepositoryinwhichconcepts andterms aredefined aswellasrelationshipsbetween theseconcepts.Ontology'smakethetaskofsearchingsimilarpatternof textthat tobemoreeffective,efficientandinteractive.Thecurrentmethod for groupingproposalsfor research projectselection is proposed using anontologybasedtextminingapproachtoclusterresearchproposalsbasedon theirsimilaritiesinresearcharea.Thismethodisefficient andeffectiveforclusteringresearchproposals.Howeverproposalassignmentregardingresearch areas toexpertscannotbeoftenaccurate.Thispaperpresents aframeworkonontologybasedtextminingtoclusterresearchproposals,externalreviewersbasedon theirresearchareaandtoassignconcernedresearchproposalstoreviewerssystematically.Aknowledgebasedagentisappendedtotheproposedsystem foraretrieval ofdatafromthesystem in an efficient way.
