O descolamento entre o processometropolitano e seu reconhecimento jurídico-institucional configura um elemento chavepara contribuir para o debate sobre o que s o as RMs no Brasil, sua forma o e como essereconhecimento se relaciona ou n o a projetos de desenvolvimento regional e nacional.Além disso, busca-se identificar e caracterizar o que seriam os desafios e as perspectivas paraa gest o das RMs legalmente instituídas, remetendo ao debate sobre a quest o federativa e acoopera o entre os entes federados.English Since the changes introduced by the Federal Constitution of 1988 in Brazil, there is adetachment between the acknowledgment of a metropolis – thus the metropolitanizingprocess identification and characterization – and the formal recognizance of a metropolitanregion. The present text deals with this metropolitanizing institutional proceedings, debatingsome of the issues concerning the administration of metropolitan regions (MRs), andapproaching the brazilian metropolitanizing process’s different angles: its socio spatialprogression, the increase in number of MRs, the metropolitan administration’s fragmentationand the relative abandon of the problem - absent from the national political agenda. Thedetachment between the metropolitan process and its legal and institutional recognizanceconfigurates a key element that contributes to the debate about MRs in Brazil: what they are,how they’re formed, and how the recognizance is related – or not – to regional and nationaldevelopment projects.
