Migraciones y apertura cosmopolita de la ciudadanía

This paper aims to show, on the one hand, how migrations contribute to change both the reality and the understanding of citizenship. They do not only alter recipient societies’ social and cultural composition, but also the way that their members see themselves as citizens, thereby fostering the reflection on how sound their democratic convictions are. On the other hand, it is argued that citizenship could make migrants’ human rights a reality by turning them into citizenship’s rights. To this end, it is necessary to break with the particularistic nature of citizenship in the Nation-State, developing the latter instead in a cosmopolitan direction. Este artículo pretende mostrar, por una parte, cómo las migraciones contribuyen a transformar la realidad y la comprensión de la ciudadanía. Alteran la composición social y cultural de las sociedades receptoras, y la percepción de sus miembros sobre su condición de ciudadanos e impulsan la reflexión sobre la solidez de sus convicciones democráticas. Por otra parte, se sostiene que la ciudadanía podría hacer realidad los derechos de los migrantes como seres humanos, convirtiéndolos en derechos ciudadanos. Para ello es preciso romper el carácter particularista de la ciudadanía en el estado nacional, orientándola en un sentido cosmopolita.
