The experienceof the Ethics Committee in Research of the State University of the Southeast of Bahia (Universidade Estadual do Sudoeste da Bahia) - Cep/UESB

The Ethics Commitee in Research of the State University of the Southeast of Bahia – CEP/UESB emerged within a context of concerns about ethic involvement regarding the care and theresearch that involve human beings. This paper aims to recover the history of the CEP/UESB and to relate the experience of the CEP/UESB. The discussions about ethics in research realized by the Ethics Council of the UESB Campus of Jequié led to the creation of the CEP/UESB, whose register was approved by the CONEP in November 2005 and renewed in November 2008. The documental analysis revealed that, between 2005 and the beginning of April 2010, 966 projects were submitted to the CEP/UESB, with a year average of 161 projects. Among those projects, 99,48% (961) were from Group III, while 0,52% (5) were from Group I, belonging to the area of Human Genetics. Between 2008 and the beginning of April 2010, 405 projects (70,68%) were approved, while only 5 (five) projects (0,87%) were not permitted. Near 16,58% (95) of the projects were retired, while 6,11 % (10) remained pending till the beginning of April 2010 and 1,05% (6) were canceled. In the five years past since its implementation, the CEP/UESB has confronted difficulties in its running, principally infrastructural ones, but it has also demonstrated many potentialities, as it contributes significantly to the refining of the researches involving human beings and their development according to the ethical norms indicated by Resolution 196/96.
