The Content of U .S. Library's Total Quality Management and Its Developmental Barriers

The total quality management (TQM) is a process, a technique, a management style, a goal and a tool. Most important of all, TQM means quality service. However, these are concepts largely unfamiliar to libraries but which seem to have strong potential to offer new insights and strategies in library management.
