A Centraliza o Política Promovida por Rotário, no Século VII, por Intermédio da Codifica o do Direito Penal dos Longobardos

The objectives of this paper are: (i) to describe some historical happenings related to the setting of the Germanic barbarians, called Lombards, in the Italian Peninsula, in High Middle Age; and (ii) to analyse some Penal Law institutions created by Rothari King (in 643) through the roman technique of codifying laws, considered by the king an instrument that legitimizes the royal power, centralizes politics and diminishes the enemies’ strength.
