DIAGNóSTICO DEL GOBIERNO ELECTRóNICO EN LA ALCALDíA DEL ESTADO BARINAS

It is presented an analysis of the e-government of the mayoralty of Barinas. The research is descriptive, relies on e-government model proposed by Esteves (2005), which consists of measuring the existence on the website of the institutions public of the following attributes: Presence, Information urban, Interaction, Transaction and Transformation or electronic democracy. It was analyzed the institution's website, using a checklist to verify the existence of a set of attributes for each of the levels of e-government. Additionally, it was used direct observation and the SWOT matrix to determine the strengths, opportunities, threats, weaknesses in the mayor of Barinas state for the implementation of Electronic Government. It was found sufficient technological infrastructure, staff with computer skills, and availability of adequate computer equipment with Internet accessibility. In conducting the analysis, we conclude that e-government as mayor of Barinas is located in the third phase, called interaction, and nothing is offered at the level of transaction and transformation. Se presenta un diagnóstico del Gobierno electrónico en la Alcaldía del estado Barinas, El tipo de investigación es descriptivo; se apoya en el modelo de gobierno electrónico propuesto por Esteves (2005), el cual consiste en medir la existencia en el sitio Web de las instituciones públicas de los atributos Siguientes: Presencia, Información urbana, Interacción, Transacción y Transformación o democracia electrónica. Se analizó la página web de la institución, utilizando una lista de cotejo para verificar la existencia o no de una serie de atributos correspondientes a cada uno de los niveles de gobierno electrónico. Adicionalmente, se usó la observación directa y la matriz FODA para determinar las fuerzas, oportunidades, amenazas, debilidades presentes en la Alcaldía del estado Barinas para la implementación del Gobierno Electrónico. Se constató suficiente infraestructura tecnológica, personal con conocimientos de informática, y disponibilidad de suficientes equipos de computación con accesibilidad a Internet. Al efectuar el análisis, se concluye que el Gobierno electrónico en la alcaldía del estado Barinas se encuentra en la tercera fase, denominada interacción, y no se ofrece nada a nivel de transacción y transformación.
