Del TIAR a la OEA: Argentina, Estados Unidos y el sistema interamericano

Este artículo analiza, a partir de documentación inédita de los principales archivos argentinos y estadounidenses, la crucial Conferencia para el Mantenimiento de la Paz y la Seguridad (Río de Janeiro, 1947), en la cual se aprobó el Tratado Interamericano de Asistencia Recíproca (TIAR). Estados Unidos y Argentina, representada por el canciller Bramuglia –que aprovechó el cónclave para presentar la “tercera posición” de Perón– se enfrentaron sobre el carácter que debía tener dicho tratado. Un a o más tarde se realizó la IX Conferencia Interamericana (Bogotá, 1948), en la cual se estableció la Carta de la Organización de los Estados Americanos (OEA). La delegación argentina volvió a enfrentarse a la estadounidense para evitar, entre otras cosas, que la nueva organización interamericana tuviera injerencia en las actividades militares de cada país. This article analyzes, with unpublished documents from important Argentine and U.S. archives, the crucial Conference for the Maintenance of Peace and Security (Rio de Janeiro, 1947), which adopted the Inter-American Treaty of Reciprocal Assistance (known as the Rio Pact). The United States and Argentina, which was represented by Foreign Minister Bramuglia and used the meeting to present Perón’s “third position”, clashed over the character that such a treaty should have. A year later, the Ninth Inter American Conference took place (Bogota, 1948), which established the Charter of the Organization of American States (OAS). Argentina’s delegation again confronted the Americans to prevent, among other things, that the new inter-American organization have the capability to interfere in the military activities of each country.
