STUDY OF ELECTRONIC MUNICIPALITY’S ESTABLISHMENT AND DEVELOPMENTS PLATFORMS IN ZAHEDAN WITH THE BENCHMARKINGKeywords: establishment platforms , Benchmarking , electronic municipality Abstract: With entering the technologies related to district of IT and communication in daily life, concepts such as electronic government, electronic city have been proposed in a massive scale in the world. Among them, electronic municipality has been considered as basic principles of electronic city that the main goal of its establishment is increasing municipality’s servicing level full-time (24 hours and seven days a week) to meet the city and citizens important needs. But yet this question that how reaches to such important goal is a big challenge for elites and experts of this subject. So in this study, researchers have studied establishment and development platforms of building electronic municipality in Zahedan City as a case. In this regard with using modeling approach and with mentioning to comparison of current state of Zahedan platforms with one of optimal models in the country’s level (model of Isfahan’s electronic municipality) and also with using both provinces’ experts and elites’ opinions Zahedan’s electronic municipality development and establishment platforms and related indexes to the mentioned platforms were identified with comparison to optimal model. In this regard the results of investigations were mentioning that establishment and development platforms for preparing electronic municipality of Zahedan include 6 dimensions: technical infrastructure, non-technical infrastructure, systems and services, economic, geographic and spatial and cultural and social dimensions that among them there is a considerable gab between technical infrastructure and cultural and social factors. Also, Zahedan’s model in comparison to the optimal model has a considerable gap in indexes such training and development (including its all sub-indexes), access and interaction (including its all sub-indexes), network, software’s backup and security, GIS (especially sub-index of conducted analyses about urban spatial and temporal management) and also relatively IT’s man power index that ultimately solutions and propositions were suggested for removing gap between this two models.
