考虑安全约束的联络线供需协调计划模型

Abstract:

在省级平衡调度模式下,联络线计划是跨区跨省资源优化配置的体现载体。长期以来联络线计划较少细致地考虑送受端电网的实际运行情况,导致计划结果时常出现由于安全约束而反复调整的情况。针对上述问题,提出考虑安全约束的联络线供需协调计划模型,模型由单边最优编制和多边协调编制2部分组成。单边最优编制可给出满足省内运行需求的最佳联络线计划。多边协调编制可基于单边最优计划给出考虑供需匹配的最终联络线计划。仿真算例表明,该模型既可作为各省外送或购入电力的辅助决策工具,也可用于分析资源在大范围内的优化配置,为考虑电网运行安全及全网最优的联络线计划优化编制提供了一种可供参考的技术手段。
