乡村振兴战略背景下村落体育非物质文化遗产保护的治理研究

摘要：党的十九大报告中将乡村振兴战略作为“我国建成富强民主文明和谐美丽的社会主义现代化强国”的重要内容。体育非物质文化遗产是搭建在民众文化生活和国家文化建设之间的纽带和桥梁，也是当地居民日常生活幸福状态的写真，村落体育非物质文化遗产的保护、开发与利用也成为乡村振兴战略一项重要举措。研究结果表明：村落体育非物质文化遗产保护的治理核心在于改变当前过度依靠政府行政力量为主体的“档案式”保护模式，大力推广“生态博物馆”“民族文化村”“文化生态村”等以社区组织为主体的治理模式。村落体育非物质文化遗产保护的治理模式通过制度化的社区居民参与机制，使社区居民参与到公共决策和政策执行之中，提升社区居民的自治能力、主体积极性和参与能动性，从而推动体育非物质文化遗产的保护、开发、利用和创新。
Abstract: In the report of the 19th National Congress of CPC, the strategy of Rural Revitalization is regarded as an important part of building a prosperous, democratic, civilized, harmonious and beautiful socialist modernization power. Sports intangible cultural heritage is a bridge between people's cultural life and national cultural construction. It is also a portrait of the happy state of the local residents’ daily life. The protection, development and utilization of village sports intangible cultural heritage has become an important measure of Rural Revitalization strategy. This study showed that: The governance core of village sports intangible cultural heritage protection is to change the current excessive reliance on government administrative power as the main body of the "file" protection model, and village sports intangible cultural heritage protection should vigorously promote the governance model of community organizations such as "ecological museum", "ethnic cultural village" and "cultural ecological village". The governance model of village sports intangible cultural heritage protection makes community residents participate in public decision-making and policy implementation through the system of community participation mechanism, and promotes the autonomy, initiative and participation of community residents, thus promoting the protection, development, utilization and innovation of sports intangible cultural heritage
