Abstract:

从创新的异质性出发,将创新分为基础创新和应用创新,分析了人力资本对区域创新的影响。运用1998-2015年中国大陆的省级面板数据和固定效应、空间计量等方法进行了实证分析,结果表明:(1)从创新的异质性看,我国人力资本对基础创新具有显着的正向影响作用,对于应用创新的影响并未凸显;(2)人力资本的结构中,高等教育对于区域创新的影响发挥关键作用,平均受教育年限则不显着;(3)从基础创新与应用创新的关系来看,基础创新对于应用创新的先发拉动机制没有完全体现。因此,政府要加强创新环境建设力度,多维度支持创新;继续扩大教育规模,提升人力资本质量;根据实际要求合理分配基础创新、应用创新配套的人力资本投入和配置。
This paper mainly analyzes the impact of human capital on regional innovation. Based on the heterogeneity of innovation, this paper divides innovation into basic innovation and applis innovation. Empirical analysis by using China’s provincial panel data from 1998-2015, fixed effects and spatial econometric method shows that: (1) Human capital in China has a significant positive impact on basic innovation and does not highlight the impact on applied innovation. (2) The influence of higher education in human capital institutions on regional innovation plays a key role, the average years of education are not significant;(3) The fundamental pull-in mechanism of basic innovation for application innovation is not fully reflected. Therefore, governments should promote innovation more and widely. Specifically, governments should continue to expand the scale of education input to improve the quality of human capital, and allocate human capital input into basic innovation and apply innovation rationally.
