协商民主：村民自治过程中廉政治理的生长点
Deliberative Democracy: Growing Point of Clean Government in Process of Villagers’ Self-governance

近年来，在多元利益分化、中国协商民主体系化、村民民主自治困境等现实逻辑下生长出的农村协商民主，有效推进了农村公共事务解决，拓展了农村治理新空间，但协商民主制约监督村级权力运行、整治侵害群众利益的价值还没有完全发挥出来。事实上，协商民主这一价值体现在村民自治过程中：补充民主选举，规范权力生成方式；融入民主管理和决策，制约权力运行；推动民主监督，完善村级权力监督体系，因而可成为廉政治理新的生长点。在进一步推动农村廉政治理中，还需加强协商民主自身建设：衔接高层协商与基层协商，创新协商民主具体路径；改善农村政治贫困，培育协商主体公共理性；构建协商民主制度，规范村民参与程序；准确定位参与主体，保证协商民主质量。
In recent years, with the multivariate interests differentiation, the systematic deliberative democracy growth and the plight of villagers’ democratic self-governance, the deliberative democracy has developed in China’s rural areas. Although the deliberative democracy has promoted the solution of rural public affairs effectively and expanded the space of rural governance, its value of restricting and supervising rural power operation and managing the infringing of people’s benefits has not been brought into play completely. In fact, the value of the deliberative democracy is reflected in the process of villager autonomy. As the supplement of democratic election, deliberative democracy can regulate the form of power generation, and is integrated into democratic management and decision-making and restricts the operation of power. Deliberative democracy can promote democratic supervision and improve the supervision system of village. Therefore, it can be the new growth point of clean government. In order to further promote the clean government in rural areas, the construction of deliberative democracy should be strengthened. We should connect the high level consultation with the grassroots consultation and innovate the form of the deliberative democracy. We should improve the poor condition of rural politics and cultivate the public reason of participants, build a deliberative democratic system to normalize the participation procedure, and determine the deliberative participants accurately and ensure the quality of deliberative democracy.
