政府规制对农户生产行为的影响——基于区域品牌农产品质量安全视角
Analysis of Influence of Government Regulation on Peasant Households’ Production Behavior Based on Regional Brand Agricultural Product Quality and Safety

通过实地调查获取“周至猕猴桃”和“眉县猕猴桃”种植户微观数据，采用倾向得分匹配法（PSM）基于质量安全的政府规制研究对农户生产行为的影响。结果表明：（1）政府规制显著影响农户农资投入行为，降低农户农资成本，有利于农户接受和执行政府规制政策；（2）政府规制促进了农户新技术采用行为，接受政府规制的农户对综合防治技术和果园生草技术采用概率更高，有利于农产品品质的持续提高和改善；（3）政府规制对农户质量安全控制行为显著影响，接受政府规制的农户也没有显著降低膨大剂类生物激素的使用概率，该类激素的使用对猕猴桃质量安全造成负面影响；（4）户主文化程度、户主种植年限、家庭劳动力数、家庭负担系数和猕猴桃种植面积对农户接受政府规制有负向影响，但耕地面积对农户接受政府规制有正向影响。
This paper gets micro data of “Zhouzhi Kiwi fruit” and “Meixian Kiwi fruit”growers’ through a questionnaire,and then uses propensity score matching to study the influence of government regulation on peasant households’ production behavior.The results show that:first,government regulation affects peasant households’ investment behavior,reducing the agricultural inputs,which will help peasants to accept and implement government regulation;second,government regulation significantly promotes the new technology adoption behavior of peasants,and the peasants following government regulation will adopt the comprehensive prevention technology and grass-planting technology with higher probability, which is conducive to improving the agricultural product quality;third, government regulation has no significant effect on peasants’ quality and safety control behavior and peasants who accept government regulation do not significantly reduce the swelling agent biological hormone, which has negative effect on the kiwi fruit quality and safety; fourth,schooling,the planting life, family labor, family burden coefficient and kiwi fruit planting area has negative impact on heir accepting the government regulation,but the cultivated area of peasants has positive effect.
