安徽省生产建设项目水土保持设施自主验收事后核查刍议
Discussion on Post Verification and Independent Check and Acceptance of Soil and Water Conservation Structures for Production and Construction Projects in Anhui Province

为深入落实党中央、国务院决策部署，进一步深化“放管服”改革，安徽省积极推行水土保持设施自主验收报备事后核查，对第一批36个省水利厅验收报备项目开展事后核查。笔者结合安徽省省级生产建设项目水土保持设施自主验收报备事后核查，拟定了技术路线，提出了核查组织、内容、程序及核查成果。针对核查工作难点提出了对策建议，为其他省(市)及安徽省市县级生产建设项目自主验收报备事后核查提供参考，促进自主验收走向规范化。
In order to further implement the decision-making and deployment of the Party Central Committee and the State Council, and further deepen the reform of “deregulation service”, Anhui Province actively carries out independent acceptance report and post verification of soil and water conservation structures, carry out Post verification on the first batch of 36 projects submitted for acceptance by Anhui Provincial Department of water resources. Based on the independent acceptance report of water and soil conservation structures for production and construction projects in Anhui Province, the technical route is drawn up, and the verification organization, contents, procedures and results are put forward. In view of the difficulties in the verification work, the paper puts forward countermeasures and suggestions, which can provide reference for other provinces (cities) and Anhui provinces in autonomous acceptance and post verification of county-level production and construction projects, it can promote independent acceptance towards standardization.
