ANALYSIS OF QATAR’S HORN OF AFRICA POLICY IN THE CONTEXT OF MEDIATION / Katar’?n Afrika Boynuzu Politikas?n?n Arabuluculuk Kapsam?nda AnaliziKeywords: Katar,Afrika Boynuzu,Arabuluculuk,?at??ma Y?netimi Abstract: Mediation is an important conflict management tool that has become a foreign policy strategy of Qatar in solving problems in the Middle East and Africa since the mid-2000s. Qatar, a small Gulf emirate, has become a notable actor in the world for its successful role as a mediator in this period. The aim of this article is to examine the role of Qatar in the Horn of Africa in terms of Darfur, Somalia and Eritrea / Djibouti issues. When the methods of realization of these activities are examined, it is observed that personal relationships are the most prominent and financial power is frequently used. The reasons behind Qatar's mediation efforts and the transformation of the state from a peripheral to a global mediator are the main research topics of this study. The article is based on a literature review and analyzes the role of Qatar as a mediator in the Horn of Africa. In addition, as a result of active external politics aimed at mediating the conflict in the region, Qatar argues that it has become an active actor in the Horn of Africa. It is concluded in the article that the absence of the follow-up mechanism, and personalized diplomatic relations cause inadequacy of Qatari mediation efforts in conflict resolution
