Devleti,Rusya,Nev?ehirli Damat ?brahim Pa?a ve Mektup Abstract: It's known that Damat Ibrahim Pasha who undertakes the duty of grand vizier at the Ottoman State between the years of 1718-1730 took various precations in the face of that ocur relevant to condition of the state both within the country and the outside. These precations and decision which had been taken by Grand Vizier Ibrahim Pasha is important for us to get information related to the politics of the Ottoman State in the first half of the 18th century. In this context, written two letter by Ibrahim Pasha himself to Russian Czar Petro I at 1721 and Russian Prime Minister Count Gavriil Ivanovi? Golovkin at 1726 are important. Our working is based on the evaluation one of the two letters which sent to Gavriil Ivanovi? Golovkin at 1726 by Nevsehirli Damat Ibrahim Pasha. With the interpretation of the letters which is obtained from The Ottoman Archives of the Prime Minister's Office will try to reveal the approach and attitude of the Ottoman State to the issues within Russia
