Abstract: Education, in general as long as it develops skills, attitudes and other forms of behavior in the society in which the person lives. All these knowledge and experience acquired through life are not obtained easily and faced with many difficulties. These problems deal with in the context of decentralization in education services and the approaches of the central government and local authorities. The problems that can be faced in the decentralization process of education services by the national education authority (30 persons) as the central administration and the municipal authorities (30 persons) as the local administration. It is focused on how the problem evaluated by local managers and central administrators during the decentralization process of education services in 5 different categories determined by us.
