This study is the book review of Francis Fukuyama's Government Building and Governance in the 21st Century, which was written in the 2000s on state and new world order. The work advocates that a new world order should exist within the framework of events occurring in the world system. It also focuses on how the new system should be. This work focuses on how developing and underdeveloped societies affect other developed societies and the world. Therefore, Fukuyama frequently states that a new state should be built. He also mentioned how this should be done, the reasons and who should be the pioneer. He predicted that these developed societies, especially America, should be pioneers. However, while ignoring all these issues, he ignored certain points and wrote his work very America-oriented.
