Strategic Planning in Public Organizations: The case of Turkish Employment Agency (2008-2017)

Strategic plans of public organizations can be defined as plans to be prepared in a long-term, grand plan, analytical and participatory manner. The aim of this study is to analyze Turkey Employment Agency Strategic Plans of the 2008-2017 period, according to these criteria. The result of the analysis is that the Turkey Employment Agency Strategic Plans carry the qualification of long-term grand plan that includes analytical and participatory nature. However, the emphasis on budgeting, the absence of unity of the method and narrow perspective of stakeholders negatively affects the strategies. It is also concluded that the focus of current legislation on fiscal discipline and budgetary accountability on maintaining the organizational effectiveness and accountability, leads to the understanding that strategic plans are an instrument of budged process, especially for Turkey Employment Agency
