The Emergence of The State in Mesopotamia According to The Force and Struggle TheoryKeywords: Devlet,Mezopotamya,Devletin Do?u?u,Kuvvet ve Mücadele Abstract: In this study titled "The Emergence of The State in Mesopotamia According to The Force and Struggle Theory”, firstly, the theory is explained. The concepts of "Power and Struggle" are explained theoretically by referring to the discourses of leading figures who have taken place with their thoughts in human history. In particular, Franz Oppenheimer is the greatest advocate of this thought, and the influence of this thought, which in short argues that the rules of the powerful prevail since the beginning of history, is dominant over the entire world. The impact of the "theory of power and struggle", which argues that the same reasons underlying the survival of animals living in flocks in nature, or a tree that is strong in a forest, are also influential in human life and that the concept of the State also emerges on these bases, also demonstrates itself in Mesopotamia. The emergence of the first state in Mesopotamia overlaps with the thought expressed by these theory. Given the sources, the emergence of the idea of the state, which started with the shepherds' superiority against the farmers by use of power and struggle, gained its basic form when the shepherds understood that they were not able to live without farmers. In the course of the process, the state has come to a full completion with the shepherds' exercising power over other communities over time to keep people under their control together. In short, the power and the struggle exercised by the shepherds who gained a victory over the farmers by using power and struggle for their own welfare and benefit, brought forth the idea of the state in Mesopotamia. In this study, the impact of power and struggle on Mesopotamia was investigated on a scientific basis, and the emergence of primitive states in which the strongest prevailed in the region was explained as the result of the study
