Dr. Re？id’s Role in Armenian Relocation in the Province of Diyarbekir

Mr.Re？id, one of the first founders of the Committee of Union and Progress, was appointed as the governor of Diyarbekir province and this is an important development which has a direct impact on the destructive consequences of the relocation in the province of Diyarbekir. Although the province of Diyarbekir was not in the first phase of the deportation program, the only agenda of Mr.Re？id in the province was the expulsion of all Armenians from the region without exception.Mr. Re？id has often moved his agenda beyond the limits of his authority to a position above politics. Also he saw the slightest tolerance against the Armenians as betrayal and disloyalty. The attacks and massacres against the convoy of relocations in the province of Diyarbekir caused frequent warnings by Mr.Talat, Minister of Internal Affairs. While these warnings were left unanswered most of the time, it was stated that everything else in the province was carried out in accordance with the government's policy. In this study, correspondence of Mr. Re？id, governor of Diyarbekir, with Internal Affairs Ministry is discussed. This communication with the central administration sheds light on the responsibility of the local authorities in the abuse of the Armenian relocation
