The Ottoman State rejected this demand by considering the location of the region and the profession of entrepreneurs.This study focuses on the meaning of how the correlation between the economic concerns and security fears has an effect on the decisions of power through the example of mining exploration activity in A？r？ Mountain. First of all, the history of mining in the Ottoman Empire will be defined by the first hand sources such as mining regulations, land laws, the norm, and the works written on the mining activities in the Ottoman Empire.
