Abstract:

In the Ottoman Empire, mining developed in parallel with the relationship between power and economy began to decline due to the political problems and social disturbances of the 18th century. With the inclusion of industrial revolution effects in such a negative situation, the occupations in this area have been completely inactive.With the 1861 mining regulation, the negative situation against the state was tried to be improved. Concessions have been granted to domestic and foreign entrepreneurs as a manifestation of these efforts. At the beginning of the twentieth century, A?r? Mountain, located in the Ottoman border and strategically important, attracted the attention of Russian entrepreneurs and requested permission from the Ottoman state. The Ottoman State rejected this demand by considering the location of the region and the profession of entrepreneurs.This study focuses on the meaning of how the correlation between the economic concerns and security fears has an effect on the decisions of power through the example of mining exploration activity in A?r? Mountain. First of all, the history of mining in the Ottoman Empire will be defined by the first hand sources such as mining regulations, land laws, the norm, and the works written on the mining activities in the Ottoman Empire. Secondly, it will be explained under the supervision of the documents that the person who has the status of soldiers in Tsarist Russian nationality, and the demands of mine exploration and operation at A?r? Mountain are answered locally and at the center
