Abstract:

The most important policy of the new Assyrian State is to dominate the natural resources and trade routes of Anatolia. In this context, Eastern Anatolia has a very important place in Assyrian politics. But BC. In the 1st millennium, the Urartians which ruled the vast areas of the Eastern Anatolia, build alliances against Assyria tried to prevent them from being a strong force in Anatolia. One of the areas of struggle between these forces is the ?ubu?kia Country, whose location has not yet been determined. Within the context of Assyrian politics, Eastern Anatolia had a special place. In the years of 1000 B.C., Urartians, one of the most outstanding rivals of Assyria in Anatolia, sought to prevent Assyria from becoming a great power in the said region by forming alliances against Assyrians. In that sense, ?ubu?kia was regarded as a place of contestation in which Assyrians and Urartians confronted each other. ?ubu?kia, which was located in a region between Assyria and Urartia according to Assyrian sources, was a center of attraction for Assyria and Urartu due to its rich mineral deposits and significant geographical location. Although the exact location of ?ubu?kia has not been detected yet, it is inferred from the cuneiform script that the said region was a buffer zone between Assyrians and Urartians. Thus, it was located in an area which was considerably important for Assyrians and Urartians.Despite the fact that ?ubu?kia is pointed out frequently in Assyrian cuneiform scripts, it is not specified how Urartians named this place. Furthermore, it can be inferred from the cuneiform scripts that Assyrian kings imposed taxes and launched expeditions to ?ubu?kia, which was referred as “royal city” during the first years of Urartu’s foundation, from the period of II. Tukulti-Ninurta to the period of Esarhaddon.Accordingly, this study will examine the role and importance of ?ubu?kia territory concerning the Anatolian policy of Assyria in the light of cuneiform sources
