Initiativites of Institutionalization During Omar’s Caliphate

Islamic State presents a view that was built by Prophet (p.b.u.h.) and the first chaliph Eb？bekr and that its institutionalization was created by the second caliph Omar. Omar’s time differentiates from Prophet’s and Ebubekr’s ones in one way. It can be said that military achivements (fetih) increasingly continued during his time. This situation affected Islamic State’s demographic structure directly. Because, Iraq, Syria, Jazeera and Iran were conquested at that time. To determine status of the people who newly entered under the Islamic State’s sovereignty was significant for sustainability of the State. Beytülmal which was seen as example in the Prophet time and Ebubekr’s; Divan Organization which was organized by consultation with Ashab and used for distribution of Fey and Juctice Organization were the ones organized in Omar’s Time. Nevertheless, we can claim that Omar’s abilities, his organization mentality and his comprehend of Qur’an moral lay down at the background of all of these initiatives. This article tackles of Beytülmal, Divan and Justice Organizations which were organized by Omar. It is going to be in an effort to explain what kind of reasons forced Omar to do these initiatives. Thus, to understand these reasons assists Omar’s effect on history of Islam
