STREET CHILD FROM THE PERSPECTIVE OF ADMINISTRATIVE LAW

The children who work at the streets and know there as home are increasing in numbers day by day. Because of this increase, events resulting in being actor or victim composes an agenda Although the debates in matter especially majors in sociologic aspect; the aspect of law – especially administrative law-falls behind. However, this issue that affects social life remarkable, is closely associated with “public service” from the perspective of administrative law. The problems occured indicate to the absence and confusion of public service, fullfillment of which is given as a duty to the administration. In this perspective, the result of attribution of results undesireble to the administration is the case. In this article, street child fact will be mainly considered from the view of public service and liability of administration. Because of the relation with international regulations and Constitution, these regulations will also be handled before the assesments regarding to Administrative Law, in a restricted amount that is enough for the explanations related to last mentioned subject. After that, the matter will be handled in terms of Administrative Law, but also associated with the first mentioned regulations. . But because of the wide scope of the matter, assessment will be restricted by the subjects considered more remarkable
