PREPARING VOTERS’ RESIDENCE LISTS AND DOCUMENTS by LOCAL GO-VERNMENTS WITH REGARD TO the ELECTION ADMINISTRATION: THE CASE of DENMARK and its FEASIBILITY in TURKEY

Administrating and controlling the elections, which guarantees the political reflection of public will in a fair and sincere manner, is a long and sensitive process, consisting of a set of complex activities. This process requires to be handled the concepts of administrating and controlling the elections together yet reviewed apart from each other. Many important administrative actions are realized during this process that seemingly starts from the election decision made by legislation or by an ordinary period of elections and ends with the announcement of the results in the Official Gazette. Preparing voters’ residence lists and documents, which is one of the most important activities in terms of administrating elections, is quite important in determining who has the right to vote in the elections. In this work, Denmark that uses the classical model in preparing voters’ residence lists and documents by local governments of other related models of administrating and controlling the elections is taken as an example of the feasibility and applicability of elections in Turkey where the relevant lists and documents prepared by the Supreme Committee of Elections
