The Comparison of Turkey and England Examples from the Problems Concurred in The Plans

Rapid population growth and urbanization have brought with the problems of zoning. In order to create a roadmap to solve the problems arising from zoning applications in Turkey, the examples of England and Turkey have been examined. Problems that have been encountered with implementation tools of development schemes have been evaluated under different legal arrangements such as the Urban Development Law, the 1982 Constitution, and the Town and Country Planning Laws. It has been found in this paper that there are less zonning problems in UK since the planning is done in a very detailed and long process, while the planning in Turkey is done in shorter terms. It has been seen that there is public involvement in all the phases of planning, rent is avoided by taxation, and the plan changes are quite difficult. By examining the disputes in high court decisions, the deficiencies in the implementation have been identified and solutions have been sought. As a consequence of the research and evaluations made, it has been concluded that taxation from the increase in value generated from zoning process, raising the level of consciousness about planning and ensuring participation at every stage, reduction of plan renovations as much as possible and establishment of legislative union can solve the existing problems
