中葡合作平台视野下的东帝汶帝力城市规划发展与思考
The Development and Reflection of Urban Planning in Dili, Timor-Leste, from the Per-spective of the China-Portugal Cooperation Platform

自2003年开始由中央政府在澳门创立“中国–葡语国家经贸合作论坛(澳门)”，至2016年澳门特区政府发布的《澳门特别行政区五年发展规划(2016~2020)》中提及建设“中国与葡语国家商贸合作服务平台”，在融入粤港澳大规划纲要的重大国家战略上，中葡合作平台不断释放能量，聚焦在与葡语系国家的贸易、投资、会展、文化领域深化合作中。本研究基于中葡平台合作的背景下，回溯历史上曾由同一个葡萄牙海外省管治的东帝汶和我国澳门出发，从城市规划与现代城市建设角度对东帝汶首都帝力进行剖析，结合史料考证二者中葡合作的渊源、城市规划的发展和影响等，最后梳理分析现状，从而提出相应的参考建议。
Since 2003, the “China-Portuguese-speaking Countries Economic and Trade Cooperation Forum (Macao)” has been established by the central government in Macao. Until 2016, the Macao SAR Government issued the “Macao Special Administrative Region Five-Year Development Plan (2016~ 2020)” that mentioned the construction of “China and Portuguese-speaking Countries Business and Trade Cooperation Service Platform”, in the major national strategy that is integrated into the Guangdong-Hong Kong-Macao Grand Plan middle. Based on the background of the cooperation between China and Portuguese-speaking countries, this study goes back to East Timor and Macau, my country, which were once governed by the same Portuguese overseas province, and analyzes Dili, the capital of Timor-Leste, from the perspective of urban planning and modern urban construction. The origin of Sino-Portuguese cooperation, the development and impact of urban planning, and finally the current situation is analyzed, and corresponding reference suggestions are put forward.
