新《未成年人保护法》对儿童友好社区建设的启示
The Enlightenment of the New Law on the Protection of Minors on the Construction of Friendly Communities for Children

儿童的成长发展，直接影响着国家的未来命运。因此，儿童的成长环境成为各国学者关注的重要议题。近年，为响应国家“十四五”规划中发展儿童事业的号召，各地区大力开展儿童友好社区建设工作，收获不少积极成效的同时，也发现了当前工作中存在的一些不足。本文通过对于相关文献的梳理，在我国2021年实施的新《未成年人保护法》当中找到儿童友好社区建设的诸多启示，分别在个体需求满足、人文环境关注和城乡社区发展方面提出了合理可行的建设工作建议。将新法条文与当前建设工作紧密结合，有利于当前社区建设障碍的消除和工作路径的优化，不仅能为儿童群体带来更安全舒适的社区生活环境，还有助于国家各地社区的共同发展。
The growth and development of children directly affect the future destiny of a country. Therefore, the growth environment of children has become an important topic of concern for scholars from various countries. In recent years, in response to the call for the development of children’s cause in the national “14th Five Year Plan”, various regions have vigorously carried out the construction of child friendly communities, and have achieved many positive results. At the same time, some shortcomings in current work have also been identified. Through a review of relevant literature, this article finds many inspirations for the construction of child friendly communities in the new “Law on the Protection of Minors” implemented in China in 2021, and proposes reasonable and feasible construction work suggestions in terms of meeting individual needs, caring for the humanistic environment, and developing urban and rural communities. The close integration of the new law provisions with current construction work is conducive to the elimination of obstacles in community construction and the optimization of work paths. It not only brings a safer and more comfortable community living environment for children, but also contributes to the common development of communities across the country.
