Abstract:

随着我国老龄化程度的不断加深,老年人口总量及失能、空巢老人数量与日俱增,机构养老作为我国养老体系的一个重要补充,其人力资源的供给数量和结构之间的矛盾日益突出,有效解决养老服务人力资源的供需矛盾成为整个养老服务行业发展的关键。因此,本文采用问卷调查法对湖北省17个地市州养老服务机构人力资源供给的相关情况进行了调查,研究发现,目前的养老服务从业人员存在供给总量不足、专业化程度偏低等突出问题,并基于此探究了如何实现养老服务劳动力市场的“引才、育人、留人”。
With the deepening of China’s aging degree, the total elderly population and the number of disabled and empty-nesters are increasing day by day. As an important supplement to China’s pension system, institutional pension service has become an increasingly prominent contradiction between the supply quantity and structure of its human resources. Effectively solving the contradiction between the supply and demand of human resources in pension service has become the key to the development of the entire pension service industry. Therefore, this paper adopts the questionnaire survey method to investigate the supply of human resources in 17 prefectures, cities and states’ pension service institutions in Hubei Province, finds that there are outstanding problems such as insufficient supply and low degree of specialization of the current pension service practitioners, and explores how to achieve “attracting, educating and retaining talents” in the pension service labor market based on this.
