草根体育组织生存困境及其突破——以芜湖市暴走团为例

近年来，体育改革全面深化，体育公共服务水平不断提升，人民群众的体育生活发生了巨大的变化。草根体育组织作为体育社会组织的重要组成部分，增长迅速。在此大背景下，草根体育组织的持续健康发展就显得尤为重要。本文以芜湖市“暴走团”为研究对象，采用访谈法、实地考察法、问卷调查法等研究方法，对芜湖市“暴走团”的现状进行深入研究和分析，以期提出有效促进草根体育组织发展的方法。生存困境：资源汲取缺少途径，团队建设规范化程度低；外部监督体制缺失，内部监督机制不健全；官方合法性门槛较高，草根组织难以满足条件；缺乏组织管理章程，规章制度约束力差。突破路径：拓宽合法性渠道，完善制度供给；增加定向购买服务，创新公共服务供给；完善薪酬激励体系，鼓励专业人才进入草根体育组织；健全组织章程，创立有自身特色的体育文化；团队多元化发展，建立长远的发展目标和发展规划；提高对“暴走运动”的认识、树立科学的运动观念；规范自身行为，明确主体意识。
In recent years, the sports reform has been comprehensively deepened, the level of sports public service has been continuously improved, and people’s sports life has undergone great changes. As an important part of sports social organizations, grassroots sports organizations are growing rapidly. In this context, the sustained and healthy development of grassroots sports organizations is particularly important. This paper takes the “rampage group” in Wuhu City as the research object, and adopts the method of interview, field investigation, questionnaire survey and other research methods to conduct in-depth research and analysis of the current situation of “rampage movement” in Wuhu City, in order to put forward effective methods to promote the development of grassroots sports organizations. Survival dilemma: lack of ways to draw resources, low standardization of team building; Lack of external supervision system and imperfect internal supervision mechanism; The threshold of official legitimacy is high, and it is difficult for grassroots organizations to meet the conditions; Lack of organizational management regulations and weak binding force of rules and regulations. Breakthrough path: broaden the legal channels and improve the system supply; We will increase targeted purchasing services and innovate the supply of public services. Improve the salary incentive system to encourage professionals to join grassroots sports organizations; Perfect the articles of association and establish a sports culture with its own characteristics; Diversified team development, establish long-term development goals and development plans; Improve the understanding of “rampage movement” and set up scientific movement concept; Standardize their own behavior, clear subject consciousness.
