我国社区养老服务面临的问题及对策研究

我国人口发展呈现老龄化和高龄化的趋势，而人口的“双龄化”对社会养老保障提出了更高的要求，从我国目前的社会保障建设看，养老服务保障建设还显不足，尤其是面向广大普通老人的相关服务保障缺失。当前应建立以政府引导、社会主办、民间参与的多层次养老服务保障体系，而社区服务保障具有经济性、便捷性及可及性等诸多优点，是广大普通老人获得养老服务保障的重要途径。本论文研究了中国社区养老服务的发展及其对老年人生活质量和社会影响的重要性。探讨了社区养老服务面临的挑战和问题，如资金缺乏、人才短缺等。本论文旨在为理解中国社区养老服务的现状和未来提供全面的视角，以应对老龄化社会所带来的挑战，为政策制定者、学者和社会提供有关老年人养老问题的有用信息和建议。
China’s population development shows the trend of aging and advanced aging, and the “dual age” of the population puts forward higher requirements for social pension security. From the perspective of China’s current social security construction, the construction of pension service security is still insufficient, especially for the majority of ordinary elderly people. At present, it is necessary to establish a multi-level old-age service security system guided by the government, sponsored by the society and participated by the people. Community service security has many advantages such as economy, convenience and accessibility, and is an important way for the majority of ordinary elderly people to obtain old-age service security. This paper examines the development of community care services in China and its importance to the quality of life and social impact of the elderly. The challenges and problems faced by the community aged care service, such as lack of funds and shortage of talents, are discussed. This paper aims to provide a comprehensive perspective for understanding the current situation and future of community elderly care services in China, in order to address the challenges brought by an aging society, and to provide useful information and suggestions for policy makers, scholars and society on elderly care issues.
