“干部规划家乡”视角下楚雄州搬迁村规划建设难点探究
Research on the Difficulties of Planning and Construction of Relocated Villages in Chuxiong Prefecture from the Perspective of “Cadres Planning Hometown”

易地扶贫搬迁是实现乡村振兴发展战略的重要举措之一，自云南省开展干部规划家乡行动以来，全省各地回乡干部积极参与到乡村规划建设工作中，为易地扶贫搬迁工作添砖加瓦。本文以此为契机对楚雄州多个乡镇易地扶贫搬迁村建设及发展现状进行了调研，调研发现异地搬迁村后期发展水平不均衡，有部分异地搬迁村在建设和后续发展中未能达到预期目标，遇到了诸多难点问题。本文就其难点问题原因进行了分析，并提出了针对性的解决措施。以期为后续易地搬迁村建设和发展提供有效的理论依据和有价值的参考案例。
Relocation for poverty alleviation is one of the important measures to achieve the rural revitalization development strategy. Since Yunnan Province launched the action of cadres planning hometowns, returning cadres from all over the province have actively participated in rural planning and construction work, contributing to the relocation for poverty alleviation. This paper takes this opportunity to investigate the construction and development status of relocated villages for poverty alleviation in many towns in Chuxiong Prefecture. The investigation found that the later development level of relocated villages was uneven, and some relocated villages failed to achieve the expected goals in construction and subsequent development, and encountered many difficult problems. This paper analyzes the causes of the difficult problems and proposes targeted solutions. It is expected to provide an effective theoretical basis and valuable reference cases for the subsequent construction and development of relocated villages.
