Abstract: this work presents a model for managing the process of access and retention of university students with disabilities in ecuador based on a pedagogical conception. the behavior of this problem was studied in some universities of the province of guayas. the proposed teaching career program is aimed at the professionalization of university teaching as a way to implement the remaining steps of the model. it is concluded that despite being a government policy, the strategies developed for disabled students do not materialize into concrete and measurable actions. the system mainly focuses on providing especial financial treatment to these students.
