Abstract:

this article studies how the foundation of a little city, ca?ete del perú, is an good example to analize the game of imperial, viceroyalty and local policies in order to end the military violence of the conquest and to obtain the sociopolitical control of the recently established viceroyalty of peru. in order to achieve this aim the crown developed an imperial policy that could permit to gain control over the conquerors. thus, the viceroy's function was of utmost importance, and for this reason don andrés hurtado de mendoza, ii ca?ete viceroy, was sent there. he had a very personal ruling style; he "pacified" the conquerors with a hard hand and dealt with vilcabamba′s inca. to fulfil his mission, he founded several cities at strategical places. one of these cities was ca?ete del perú, located at the up-road (or down-road) access to the south mountains. having the local chieves' approval, several spanish newcomers were settled there in order to permit them to achieve a good position in the new world.
